Canadian Refugee Rights Violations Escalate:

UK Human Rights Defender Exposes New Legal Breaches by Costi and the Regional Municipality of Peel (Ontario, Canada)

Summary

British human rights defender and innovator Justin Constable, creator of Project 369, has formally accused Canadian refugee support agency Costi and the Regional Municipality of Peel (Ontario, Canada) of severe, ongoing, and escalating human rights violations. In a new legal notice, Constable outlines additional breaches of Canadian and international law, including witness intimidation under the Criminal Code of Canada.

Background

Mr. Constable arrived in Canada on 5 May 2025, seeking protection from ongoing persecution and violent threats after taking the UK government to court and being pursued for over seven years by organized criminal networks.

Since his arrival, Constable has faced: Continued stalking and targeted threats tied to the same networks he fled. Serious medical neglect despite his diagnosis of antiphospholipid syndrome (APS), a life-threatening autoimmune disorder requiring continuous specialist care.

Forced eviction threats from Costi and the Regional Municipality of Peel despite no safe alternative accommodation being arranged.

Recent Developments

On 10 July 2025, Costi and the Regional Municipality of Peel (Ontario, Canada) issued Constable an eviction notice, demanding he leave the Peel Region Refugee Welcome Centre within five days. This action placed him at imminent risk of homelessness, medical crisis, and further violence — a violation of both Canadian and international obligations.

In his latest legal notice to Costi Senior Director Snezana Gabric, Constable asserts that Costi and the Regional Municipality of Peel’s conduct represents continued and escalating breaches, including:

Ontario Human Rights Code: Failure to accommodate disabilities and provide equal access to essential services.

Personal Health Information Protection Act (PHIPA) and PIPEDA: Mishandling and unauthorized sharing of his private medical and personal information.

Common law duty of care: Negligence in protecting a vulnerable refugee from foreseeable harm.

1951 Refugee Convention, Articles 20–23 (public relief and assistance) and Article 33 (non-refoulement): Creating conditions amounting to constructive refoulement.

Universal Declaration of Human Rights, Articles 3 and 25: Denying security of person and adequate standard of living.

Most significantly, Constable accuses Costi and the Regional Municipality of Peel of attempting to ignore his legal right to refuse litigation and of using threats of forced "investigations" to intimidate him into compliance. Under Criminal Code of Canada, section 423.1, this constitutes intimidation of a witness — a serious criminal offence punishable by up to 14 years in prison.

Public Disclosure

Constable’s full legal letter and responses from Costi and the Regional Municipality of Peel leadership have now been published internationally. He has explicitly stated that he will not remove or edit the names or identities of any personnel, asserting that they forfeited privacy protections when they breached his human rights and refugee protections.

Statement from Justin Constable

"I came to Canada seeking protection — not to face the same abuses I fled. Costi and the Regional Municipality of Peel’s actions have forced me into a dangerous position, violating every principle of refugee protection and human dignity. I will not allow these violations to go unchallenged. I will continue to fight for my rights and for the rights of others subjected to such systemic failures, regardless of how many jurisdictions I must confront." Call for Accountability Mr. Constable has now officially begun legal and human rights action against Costi and the Regional Municipality of Peel, while simultaneously exposing these violations to the international community.

He warns that any further attempts to obstruct his choices or threaten him with forced litigation or investigations will only strengthen his case.
